Ekaterinburg is the administrative center of the vast Sverdlovsk province of the Ural region that is larger in size (194,8 thousand square meters) than any European province of Russia except for the Archangels Province. Its population is 4702,6 thousand people according to the 1997 population census. Sverdlovsk province has 47 cities along with numerous small towns, villages. While the center that concentrates and coordinates their political, economical, legal and cultural life is placed in this building of the Sverdlovsk Government. It was built in 1982 when Boris Yeltsin was the first secretary of the Sverdlovsk Regional Committee of the C.P.S.U. The construction of the building was carried out in 2 steps: the case of the building was accomplished under the direction of Shapiro - head of a group of Moscow architects - and then residuary works were fulfilled under the local supervision of Shapovalenko and Zolotaryev.
